The Serra Residences Review: Is the Novena Freehold Premium Worth It?
The Serra Residences is a new 133-unit freehold condominium by Far East Organization at 7 Bassein Road, Novena, in District 11. Public previews began on 2 October 2026, with the official sales launch on 16 October 2026.
It is a rare combination: new, freehold and central. For buyers, the key question is how much of a premium that combination justifies.
What is The Serra Residences?
The Serra is a single 28-storey tower on a site of about 51,396 sq ft, with an estimated TOP in the fourth quarter of 2030. There are no one-bedroom units.
The tower is arranged in two collections, separated by a sky terrace on level 17:

Two points stand out. Each lower-floor unit type has only 13 units, and each Summit type only 10, so supply of any one layout is very limited. The step in size between the two collections is also large, from 958 sq ft to 1,216 sq ft. The Summit is effectively a separate, larger-home offering within the same building.
Why does the location matter?
Novena is an established district built around Health City Novena, with Novena MRT about an eight-minute walk away and Orchard Road a short drive.
Novena is already well established, so there is less upside to come from new infrastructure or amenities. Buyers are paying for an established location.
The tower will rise above the mostly low-rise apartments around it. Views from the upper floors are likely to be strong, but the outlook will vary considerably by stack and height.
How much should you pay for freehold in Novena?
Freehold has clear appeal for long-term holders, although it does not automatically mean better value.
A buyer here pays for four things at once: freehold tenure, the Novena address, a new building and the specific unit. The key question is how much of the price is the freehold premium, and whether a comparable leasehold property nearby would serve the same purpose for less.
The answer depends on how long you intend to hold. Over a short holding period, the freehold premium is harder to justify.
Is the premium over nearby resale worth paying?
The Serra will be priced above the older apartments around Bassein Road. That gap is usually what buyers find hardest to reconcile.
A sensible way to approach it is to look at what the premium buys, and over how many years you will enjoy it:
- a new building, with many years before major upkeep and none of the renovation that older units often need;
- height, since a 28-storey tower among low-rise neighbours gives upper floors an outlook that the surrounding blocks cannot offer;
- facilities that older developments nearby rarely have, including a 50-metre lap pool and a tennis court;
- progressive payments during construction, which gives time to arrange finances or sell an existing home; and
- freehold tenure that does not run down with time.
Spread across a long holding period, a premium that looks substantial on the day of purchase can look quite different. Many buyers here are choosing a home for the next stage of family life, and for them the comparison involves more than the price per square foot.
New freehold supply in this part of Novena is also limited. With only 133 units, the choice of stacks and layouts narrows quickly once sales begin.
What should you look at besides psf?
Price per square foot is a useful starting point. With no small units, entry prices here will be high in absolute terms, so the total amount you pay matters as much as the rate.
Compare the specific unit against:
- recent freehold transactions in Districts 9, 10 and 11;
- newer leasehold alternatives nearby;
- the price difference between the lower collection and The Summit; and
- the size, layout, floor and facing of competing options.
Is The Serra Residences worth buying?
That depends on the unit and the price.
The proposition is straightforward: a small, new freehold development in a proven central location. What matters is whether a particular unit is priced fairly against the alternatives open to you, and whether the premium for The Summit or a higher floor is justified by what you actually gain.
